NYC acknowledges that it still has not made rules for ‘moped services’

The city’s effort to regulate moped-share services has skyrocketed, officials acknowledged on Monday – nine months when they promised to set the rules in response to three fatal crashes on ravel scooters in 10-day intervals Was.

“It has been delayed,” Department of Transportation Assistant Commissioner for Education and Outreach Kim Wiley-Schwartz said at an unrelated press conference in Queens when asked about the status of the regulations.

“We’re working on it, the answer is,” said Dot Commissioner Hank Gutman.

The city drove Revell out of the way after three fatal accidents last August, but allowed the company to return to city streets a month later with some new safety protocols. Riders must now snap a “helmet selfie” before each ride and pass a safety test.

Revel also shifted his hours of operation to 5pm at midnight – when his data showed high rates of accidents.

At the time, then-DOT Commissioner Polly Trottenberg promised that the city would “create a more formal set of regulatory requirements for Revell or any other shared moped system that the city wants to come into.”

But on Tuesday, Gutman admitted that still had not happened.

“Everything we did was banned and detailed rules are still working,” Gutman said Monday. “Security was a major concern last time, now it is a major concern, and we will keep a close watch on it.”

New York City’s shared moped market now includes Lime, which launched its service last month that mimics Revell’s security protocols.

But both companies are operating without this type of regulatory framework that guides services such as city bikes or shared e-scooters that are set to launch in the Bronx this summer.

Gutmann refused to provide a timeline for Dot’s moped rules.

“As to the exact timing of the rules, I don’t know but we can get back to you,” he said.
